Union Balks at Pact With NBC: Four locals of the National Assn. of Broadcast Employees and Technicians have blocked ratification of a new contract covering 2,300 workers at the network, union negotiators reported. There was no immediate threat of a strike by NABET, which struck NBC in 1987 in a bitter walkout that lasted seven weeks. Eight of NABET’s 12 locals voted 2 1/2 to 1 to accept the network’s four-year contract offer. But three locals in Chicago and a small one in New York City rejected it. Ratification by all 12 units is required for overall ratification.
