President Roh Tae Woo put SOUTH KOREA’s armed forces on full alert, saying the Gulf War has heightened chances of a North Korean attack, Yonhap News Agency said. Roh said North Korea is producing its own Scud missiles and had placed them along the Demilitarized Zone that divides North and South Korea. . . . VIETNAM criticized U.S. conduct in the war against Iraq for the first time, accusing America of seeking to control the oil-rich Middle East. The report in the Communist Party newspaper Nhan Dan also said the United States wants to test its new weapons--”a job the U.S. already did in the Vietnam War.” Vietnam previously called for a negotiated settlement in the Gulf War.
