SECOND TIME AROUND: The Crystal Cathedral is hoping for better luck with Vice President Dan Quayle this time. Quayle is due to speak Thursday at a noon prayer service to honor Persian Gulf troops. . . . Last February he had to cancel a scheduled appearance at the Garden Grove church to attend the funeral of former Salvadoran President Jose Napoleon Duarte. Muslim, Catholic and Jewish leaders have also been invited to the service.
