WASHINGTON — President Bush is promoting Rockwell A. Schnabel to the No. 2 job in the Commerce Department, the White House announced Tuesday. Schnabel, 54, would succeed Thomas J. Murrin as deputy secretary of commerce, if he is confirmed by the Senate.
