THE GULF WAR: The Political Front : In Iran

IRANIAN and SOVIET officials said they are awaiting a “signal” from President Saddam Hussein of IRAQ that he is ready for peace before moving ahead with proposals to mediate an end to the Gulf War. Iran’s deputy representative to the United Nations, Mohammed Javad Zarif, said his government has sent “ideas” to Baghdad but will not form a specific proposal unless Hussein says he’s ready to withdraw troops from Kuwait. Meanwhile, Soviet Deputy Foreign Minister Alexander M. Belonogov arrived in Tehran on what was termed an information-gathering visit. Soviet diplomats said their experience thus far offered little encouragement for any negotiations soon.
