Officials Move to Repeal Affordable Housing Law

The Long Beach City Council is moving to scuttle a year-old affordable housing law that has come under blistering attack by the development community. The council on Tuesday voted 8 to 1 to draft an ordinance repealing the law, which requires developers who demolish low-cost apartments to either replace them with the same number of affordable units or pay fees into a local housing fund.

The Apartment Assn. of Los Angeles County last week filed a Superior Court lawsuit against the requirements, claiming that they are unfair and violate state law. Long Beach developers have complained that the law has added enormous costs to the price of building new projects--to the point where they are no longer profitable enough to pursue.

City officials, housing advocates and business interests have for months attempted to work out a compromise proposal to replace the controversial measure, but so far have failed.
