George H. Heilmeier, senior vice president and chief technical officer for Texas Instruments Inc., Dallas, has been named president of Bell Communications Research Inc., Livingston, N.J. He succeeds Rocco J. Marano, 63, who has been named chairman until his retirement May 1. Bellcore, formed in 1984 after the breakup of the Bell System, provides research, engineering and other technical support to the seven regional companies that were created as a result of the AT&T; divestiture.
