BRAIN DRAIN: Two prominent local doctors are seeking jobs in the Wilson administration. Dr. Robert H. Bade, medical director of the county’s emergency medical services agency, has applied to direct a similar state agency. Bade put together an innovative disaster plan that trains doctors to use emergency gear stashed around the county. . . . Dr. Gregg A. Pane, assistant director of the UCI Medical Center’s emergency medicine department, is bidding for the bigger job: directing the mammoth state Department of Health Services. Insiders call him a “dark horse” and say Dr. Kenneth Kizer, who ran the department under Gov. George Deukmejian, wants to stay on under Wilson.
