QVC Network Seeks Penny’s Contracts: The nation’s second-largest televised shopping network said it wants to buy cable system affiliation contracts owned by J. C. Penney Television Shopping Channel Inc. QVC has not offered to buy the Penney channel but wants its affiliation contracts to expand distribution, according to industry analysts. An affiliation contract permits a cable network to carry its programs on a cable system.
