Emmy Winner: Veteran KTTV newsman-commentator Bill Welsh will receive the 1991 Los Angeles Area Governors Emmy Award for his contribution to Los Angeles area television, it was announced Tuesday by the Academy of Television Arts & Sciences. The award will be presented at the Los Angeles Area Emmy Awards May 18 at the Pasadena Civic Auditorium. Welsh has been working in television for 45 years. His first TV assignment was as an announcer for an ice hockey telecast from the Pan Pacific Auditorium Dec. 10, 1946, when there were only about 300 TV sets in Southern California.
