West Covina : Drive-Through Ban OKd
Seven months after approving construction of a controversial drive-through McDonald’s restaurant, the City Council on Monday approved a measure that bans drive-through businesses in areas zoned neighborhood commercial.
The vote was 3 to 2, with Councilmen Steve Herfert and Richard Jennings voting no. Herfert said the businesses bring in needed revenue.
The council also adopted restrictions for drive-throughs in other commercial zones, including a maximum height of 25 feet; minimum 100-foot distance from homes; three-foot wall along parking areas, and limited delivery, cleaning and operating hours.
