World IN BRIEF : ISRAEL : Inmate Handcuffed While Giving Birth
A Palestinian prisoner’s arms were handcuffed to a bed while she gave birth at a hospital near Tel Aviv, a prison spokeswoman said. Prison authorities have apologized to the woman, Intisar Elkak, about the incident, which occurred nearly a year ago but was not disclosed until recently. Elkak, 19, is serving a four-year sentence for carrying a firebomb near Jerusalem’s Western Wall. The prison spokeswoman confirmed a report of the handcuffing in the newspaper Maariv. She said the prison service apologized after the International Red Cross asked for an explanation. “It won’t happen again,” she said.
