$240,000 Settlement Over Arrests Urged

The Los Angeles County Claims Board Wednesday recommended payment of $240,000 to settle a suit filed by five people who charged sheriff’s deputies used excessive force on them while breaking up a party in Walnut. The settlement must be approved by the Board of Supervisors, which routinely accepts the panel’s recommendations.

According to information provided to the Claims Board, two deputies were dispatched to the home of Richard Goulet and his wife, Evangelina, on Sept. 5, 1987, after a neighbor complained their party had gotten too loud.

Several witnesses said the party was not loud or disruptive and that both the arrests and the force used by the deputies were unnecessary.
