Downey to Buy S&L; Branches: Downey Savings & Loan has agreed to buy three Northern California branches of Western Federal Savings & Loan for an undisclosed sum. The acquisition, which is scheduled to be completed at the end of June, will give Downey 13 branches in Northern California and 51 statewide. The new branches have a total of about $160 million in deposits. Downey is based in Newport Beach.
