FILLMORE : City Increases Fees for Development

The Fillmore City Council voted to raise the fees the city charges for new development.

Under new rules presented to the council Tuesday by city staff, builders of single-family residences will pay about $8,800 in development fees, compared with $6,200 to $8,000 charged in 1989, the most recent year for which figures are available. Community Development Director Mary Ann Krause said the comparable charge in Oxnard is $22,000 per house.

The cost to build in Fillmore will include a $713 charge to cover transportation improvements, such as widening roads or adding traffic signals. Police services, fire protection and administration will cost the builder $1,016.

An additional $1,300 will be charged to acquire new parkland, and $709 will be used to improve new and existing parks. A fee of $1,336 will defray the cost of upgrading the sewer system, and the builder will pay a water connection fee of about $3,700. There will be an additional charge for storm drain improvements, which will be discussed next month.

City staff arrived at the figures by computing the cost of needed improvements, determining the amount attributed to new growth and dividing the figure by the number of houses that the city expects will be built in the next 20 years. A separate schedule of fees has been computed for industrial and commercial development. The new fees will become effective in 60 days.
