Japan Turns Away Record Number of Foreigners

TOKYO —
Japan turned away nearly 14,000 foreigners in 1990 in a bid to reduce the growing numbers of illegal foreign workers, a government report said Sunday.
Tokyo’s Justice Ministry said in an annual report that the figure, the highest on record, represents an increase of 3,500 or 34% over 1989.
