PARTY DOWN: Supervisor Gaddi H. Vasquez will help plan a huge national celebration honoring Christopher Columbus--a presidential appointment that puts him in the captain’s quarters, so to speak, with national GOP leaders. . . . Vasquez has been named to the Christopher Columbus Quincentenary Jubilee Commission, a 30-member federal agency orchestrating the 1992 celebration of the 500th anniversary of the explorer’s discovery of the New World. Other commissioners: Secretary of State James A. Baker III and Secretary of Commerce Robert A. Mosbacher.
