Pasadena : Early Stand Closing Sought

After neighbors complained of weekend crowds of up to 300 noisy teen-agers staying until 3 a.m. at the Lucky Boy hamburger stand on Arroyo Parkway, the City Council Tuesday voted to seek a court order closing the stand at 11 p.m.

The council directed the city attorney to declare the stand a public nuisance after residents said the problem had been going on for years. Although a 1985 city ordinance requires businesses next to residential neighborhoods to close at 10 p.m., the Lucky Boy existed before the ordinance was adopted and so was allowed to continue its late hours.

The council also told the city attorney to devise an ordinance amendment that would give a dozen other, older late-hour businesses five years to change to earlier hours.

In addition, the city attorney will devise rules that would require businesses to submit to a public hearing to change their hours if residents complain or police are called to the business.
