TV Talk: Phil Donahue has signed a new contract with Multimedia to continue as host of “Donahue” through Aug. 31, 1994. His current contract was due to expire in August, 1992. . . . However, there’s no new contract for “Party Machine With Nia Peeples,” which will have its last broadcast Sept. 15, a victim of low ratings.
