President Mikhail S. Gorbachev has put Leningrad’s radical television station under his control, and city officials are furious, Soviet media reported. Mayor Anatoly Sobchak and other officials of the second-largest Soviet city complained that the move to make Leningrad TV a subsidiary of the national television company will reduce its editorial independence. Leningrad TV, which reaches 70 million people, has broadcast sharp criticisms of Gorbachev. National TV is controlled by a Gorbachev appointee. Sobchak said he will appeal to Gorbachev to reverse the decision and allow the Leningrad City Council to create an independent broadcast company.
