America’s Cup officials said a proposal by A.A. (Al) Constantine, president of Offshore Yachts in South Norwalk, Conn., to form a third defense syndicate for next year’s trials off San Diego was refused because the group presented no organizational or business plans and has no plans for facilities and no sailing team other than Constantine. Constantine hoped to compete against Team Dennis Conner and Bill Koch’s America-3 for the right to defend the Cup.
