An $8.8-million budget was adopted by the City Council Wednesday for the 1991-92 fiscal year.

The spending plan, which takes effect Monday, was approved 4 to 0, with Mayor Ray T. Watson absent.

The budget lists appropriations of $6.5 million for operations, $1.9 million for personnel and $356,000 for capital improvements.

It was praised by the council, except for a minor complaint by Councilwoman Bert Ashley over an appropriation for police services provided by the Los Angeles County Sheriff’s Department. Ashley questioned the replacement of a sheriff’s patrol car with a motorcycle unit.

“I can’t imagine this city with a motorcycle (officer) out there,” she said, arguing that a patrol car is more cost-effective.

Councilman Drexel L. Smith said the unit is part of a trial program and could be replaced with a patrol car if necessary.
