The Commission of Fine Arts has rejected a proposed design for the Korean War Veterans Memorial on the Washington Mall as being too complicated, a commission official said. The design already had been scaled down once. The proposed monument called for sculptures of 38 full-size military figures, a long wall etched with images of period photographs and a circular plaza containing a flagpole surrounded by trees.
