U.N. Appointees to Look Into Cuba’s Human Rights

UNITED NATIONS — Secretary General Javier Perez de Cuellar appointed a Colombian diplomat and law professor Tuesday to investigate alleged human rights abuses in Cuba, a move immediately rejected by Havana.
Cuba’s U.N. ambassador told reporters that Havana will not cooperate.
