** 1/2 Travis Tritt, “It’s All About to Change,” Warner Bros. Tritt’s second album often says to hell with anything resembling enlightened sensitivity about life and love. It makes for one jukebox classic--”Here’s a Quarter (Call Someone Who Cares)”--but he’s most potent when he stops grunting and sings from the heart on a couple of ballads.
