RECORD ABUSE: Orange County is seeing record numbers of abused or threatened children--about 20% more than last year. Ray Gallagher of the county’s Child Abuse Registry suspects that the Gulf War and the recession have contributed. . . . “People need to recognize that these are hard times,” he says. “They can call counseling agencies in their community to talk about some of their stresses.”
