REVERSAL: When the Nixon Library (F1) opened last year in Yorba Linda, much was made of the fact that four U.S. Presidents (Republicans Bush, Reagan, Ford and Nixon) were in attendance. The absence of Democrat Jimmy Carter was also noted. . . . Now comes news that Carter will attend the Nov. 4 opening of the Ronald Reagan Presidential Library. Carter told Nixon he had a prior commitment.
