Tropical Storm Bob formed near the Bahamas with winds of 45 m.p.h., and forecasters said residents of Georgia and the Carolinas should keep a wary eye on the strengthening system. The storm is expected to hug the Florida coast as it moves northwest and grow to hurricane force, or more than 74 m.p.h., by Monday, according to the National Hurricane Center. Forecasters said the storm was over warm water, ideal conditions for increasing wind strength.
