BUSHWHACKER?: It may be tough for any Democrat to unseat George Bush in 1992. But an ex-mayor from a town few people have heard of outside California? Larry Agran is not discouraged that the odds might be against him. Defeated in his bid last year to be reelected mayor of Irvine, Agran has decided to join the list of Democratic candidates for president. . . . He will make his formal announcement in Irvine on Thursday at the University Club at UC Irvine. Why is he running? . . . “We must use this election year to create a national dialogue, not another schoolyard shouting match,” he says.
