FILLMORE : Property Upkeep Law to Be Studied
A panel will be appointed by the Fillmore Planning Commission tonight to consider whether residents should be required to paint peeling houses and mow tall grass.
Two or three commissioners will be selected to study property maintenance laws in other cities and determine if Fillmore needs similar rules, said Mary Ann Krause, community development director.
The City Council requested a report on property upkeep after a complaint from a Fillmore resident about shabby neighborhoods.
“It’s a sensitive issue,” said Joe Clyde, Fillmore city code enforcement officer. “I’m not speaking for the city but, personally, I would like to see an ordinance covering things like unpainted buildings, broken windows and falling down fences.”
Clyde said rules should not be too restrictive, “but we need something that protects neighbors’ property values.”
