Secretary General Javier Perez de Cuellar expressed relief Wednesday that Gorbachev was back at the helm of his country, saying, “I am relieved and encouraged by the latest reports which would be seen to indicate that the crisis is, by and large, on the way to being resolved in a constitutional manner.”

The rapid crumbling of the Soviet coup was met with a sigh of relief at the United Nations, where diplomats feared a hard-line Soviet presence on the Security Council could interfere with recent efforts to solve regional conflicts.
