Changes on the Dial: KFWB-AM (980) is losing two staffers. Bill Yeager, who has been executive editor for four years and news director before that, will head up East Coast operations of Metro Traffic, the national traffic reporting service based in Washington. Reporter Rick Espinosa, who has been with the station four years, is leaving to become news director at an Albuquerque radio station. . . . At KCSN-FM (88.5), general manager Ken Mills will leave for Phoenix later this month to start a new public radio station--one of a very few on the AM band.
