One-Year T-Bill Yields Fall: The average discount rate was 5.36%, down from 5.88% at the last auction on July 25. It was the lowest rate since 52-week bills averaged 5.33% on Aug. 28, 1986. The bills will carry an equivalent coupon interest rate of 5.68%, with each $10,000 in face value selling for $9,458.00. Sales totaled $12.58 billion out of bids of $36.21 billion.
