Union Loses Bid to Represent Federal Express Pilots: The Air Line Pilots Assn. narrowly lost a bid to represent about 2,300 Federal Express pilots, the National Mediation Board said. The union fell 23 votes short in a mail-in ballot, the board said. There were 2,279 pilots eligible to vote, but only 1,117 sent in ballots in favor of a union. Under the board’s procedures, half of the eligible employees plus one must send in ballots favoring a union. Those who don’t vote, in essence, are counted as union opponents.
