Aid to the Soviets
Nations that cut off aid to Moscow to protest Mikhail S. Gorbachev’s ouster say they want to tie restored aid to moves to extend democracy. Still, some aid has already been restored:
The 12-nation European Community lifted its freeze on an aid package of more than $1 billion, including $472 million in technical assistance and $590 million in food aid credits.
The United States lifted a freeze on economic help and also planned a massive increase in food and humanitarian aid.
Britain lifted a freeze on its $83-million program of technical assistance.
Canada resumed technical assistance and trade credits, including $130 million for food.
Japan was preparing to lift its freeze on assistance, including $100 million in food aid.
Australia restored a $390-million line of credit to the Soviet Union.
