Seoul to Study Investment in North: South Korea is sending delegation of mid-level economic officials and business executives to a seminar in China to gather information on a proposed special economic zone for North Korea. North Korea is trying to attract foreign investment, including South Korean investors, for development projects in a special economic zone near the Tumen River. Seoul has not yet taken an official position on the North Korean project, but South Korean President Roh Tae Woo recently said that South Korea is ready to ease military and political tension between the Koreas and invest in North Korea. The seminar, which begins Tuesday, will be sponsored by a Chinese agency and the United Nations Development Program. The sponsors have asked officials in South Korea, Japan, Mongolia and the Soviet Union to send delegations.
