New Treasury Bill Rates Rise: The Treasury sold $10.4 billion of new three-month bills at an average discount rate of 5.40%, up from 5.17% last week. Another $10.4 billion of new six-month bills was sold at an average discount rate of 5.47%, up from 5.23% last week. The rates were the highest since Aug. 5, when three-month bills sold for 5.51% and the six-month rate was 5.59%. The new discount rates understate the actual return to investors--5.57% for three-month bills with a $10,000 bill selling for $9,862.00 and 5.72% for a six-month bill selling for $9,723.50.
