Prop. 103 Rebates

I supported Proposition 103, but I find it hard to believe that, as Insurance Commissioner John Garamendi is quoted, a rebate to car owners will make the insurance companies “ . . . refund excessive profits and trim the fat” (“Insurers’ Rebates to Top $2.5 Billion,” front page, Aug. 16). I am paying a 125% increase over what I paid 3 1/2 years ago. The most recent increase of 15% came three months ago because I moved my residence. Even if I receive a $100-rebate “slice,” the message will still be “baloney.”
