A Mockery of Parkland Protections
Peters Canyon has been on the Orange County General Plan for years as a future park. Dedication of this land by the Irvine Co. to the county as public land was postponed two years ago at county request in order to first obtain the exemption from the 4-F rule (which prohibits construction of federally involved highways through dedicated parklands). The reason was to facilitate construction of the western leg of the Eastern Transportation Corridor.
The Eastern Transportation Corridor is needed mainly for future development. This is an outrageous, carefully orchestrated effort by developers and their county government pawns to make a mockery of federal protection of the public domain.
We, as voters, demand to know why there is a 4-F rule if Congress can be lobbied successfully to create exemptions and why Congress discriminates against specific parkland and nearby populations in favor of developer plans?
