GOP CONCENTRATE: Reapportionment could cost Democrats what little toehold they have in Orange County. At the moment, Democrats have a majority in just one of the county’s five congressional districts--GOP Rep. Robert K. Dornan’s in Garden Grove--and that edge is now endangered. . . . “It would basically take us completely out of the local picture” in congressional races, local Democratic chairman Howard Adler says. Even the prospect of a state Supreme Court ruling, if Wilson and the legislature can’t agree, won’t help. Orange County is just more Republican than before.
