Phone Management Cutback Planned: Southwestern Bell Corp. said it is offering incentives to managers to retire or resign in a plan to reduce up to 1,900 employees. Pension incentives include adding five years to participants’ age and five years to their service in determining pension amounts. The program is not expected to have a significant impact on 1991 earnings, said the company, which provides local telephone service in Arkansas, Kansas, Missouri, Oklahoma and Texas.
