CITY COUNCIL

* YOUTH EMPLOYMENT: Approved a project aimed at increasing job opportunities for youths with arrest records who are living in public housing. The general manager of the Community Development Department was asked to identify funding sources for the project. The project will operate at the five city housing developments, including Mar Vista Gardens.

* HAZARDOUS BUILDINGS: Approved a motion declaring vacant residential buildings in the Crenshaw area to be public nuisances and ordered them demolished. The addresses of the buildings are 6603 Brynhurst Ave., 6128 11th Ave., and 6720-6728 11th Ave.

BOARD OF PUBLIC WORKS

* LIBRARY: Approved a contract with architect Paul Murdoch to design the new Brentwood branch library. The city is spending $350,000 for the construction, while more than $1,400,000 in private funds has been donated to the project.

HOW THEY VOTED

* DOWNZONING: Denied appeals by some homeowners in Brentwood who wanted their single-family residential area rezoned to include apartments and condominiums. Instead, the council approved a downzoning plan that will allow only single-family residences and some duplexes on 34 lots east of Bundy Drive. Passed 12-0.

Voting yes: Marvin Braude, John Ferraro, Ruth Galanter, Nate Holden, Joel Wachs and Zev Yaroslavsky. Michael Woo was absent.

* HOLLYWOOD REVITALIZATION: Approved an exclusive 90-day agreement with a developer to formulate a plan to revitalize the Hollywood area. The Hollywood Promenade Project will include an area bounded roughly by Hollywood Boulevard, Highland Avenue and Orange Drive. It is to include retail development, nightclubs, restaurants, two museums and a parking garage. The city and the developer, Melvin Simon & Associates Inc. of Indianapolis, must determine how to finance the project. The total development cost is estimated to be between $250 million and $300 million. Passed 10-0.

* POLICE COMMISSIONERS: Approved the temporary closure of the 800 and 900 blocks of West 53rd Street between Hoover Street and Vermont Avenue from 4 to 7 p.m. Friday for a reception at the African American Community Center for former police commissioners Melanie Lomax and Sam Williams. Passed 10-0.

Voting yes: Braude, Holden, Wachs and Woo. Ferraro, Galanter and Yaroslavsky were absent.

* SEX DISCRIMINATION: Approved a resolution by Woo and Wachs reaffirming council support of future state legislation banning job discrimination against gays and lesbians. Gov. Pete Wilson recently vetoed a bill that would have prohibited employment discrimination based on sexual orientation. Passed 10-0.

Voting yes: Braude, Holden, Wachs and Woo. Ferraro, Galanter and Yaroslavsky were absent.
