Northwest Halts Financing Talks: Northwest Airlines has broken off talks over $740 million in state and local government financing in Minnesota, raising new questions about the future of the nation’s fourth-largest airline as it seeks to expand. After months of private and public wrangling, the final snag was the Metropolitan Airport Commission’s inability to come up with the full amount of a $390-million loan that was to make up more than half of the overall package, commission officials said.
