BREA : Study to Begin on Tonner Canyon Area
One of the most extensive community planning projects in city history, which could ultimately result in Brea nearly doubling its land area, is getting under way this month.
About 7 square miles of land just north of the city limits and ending at the Orange County line could become a part of Brea in the next few years. Currently, the property is privately owned and unincorporated.
If annexed, the land--which includes Tonner Canyon and its surrounding area--would increase the city’s size by more than 70%.
According to Jim Colangelo of the Local Agency Formation Commission, the county agency which rules on annexation requests, the land most likely will be annexed by Brea. Colangelo said that it would be difficult for the county to provide needed services such as fire and police protection, so annexing the land to Brea is the most logical solution.
“In this case there is not much question who (the land) would go to,” he said.
There are about 10 different landowners in the area, and a few have already approached the city about developing, officials said.
The planning process, which kicks off Nov. 15 with a community workshop, is being held to get residents’ opinions on how the area should grow. Participants are expected to explore issues ranging from traffic impact to maintaining open space.
Three community workshops are scheduled through March. At that time, a “vision document,” or planning blueprint, will be presented to the City Council for guidance.
Community leaders, consultants and residents have been asked to participate in the planning process. A few openings remain on the planning panels, according to Jay Trevino of the planning department. Anyone interested in joining the planning team are asked to call Trevino at (714) 990-7674.
