Nation IN BRIEF : FLORIDA : Haitians Held at Sea in Political Limbo

A U.S. Coast Guard cutter is holding 19 Haitian refugees 20 miles off the Haitian coast while the Bush Administration ponders what immigration policy to take toward the impoverished nation now that it is under military rule. The refugees, who spent their eighth day at sea, are the first to be interdicted by the Coast Guard since the Sept. 30 coup that ousted elected Haitian President Jean-Bertrand Aristide.
