GRIM SCENE: Unemployment is Orange County’s newest growth industry (D1), with 14,269 people claiming jobless benefits in September alone. With three months of data still to tabulate, 1991 is shaping up to be the county’s worst year for unemployment claims since the last recession in 1981-82. Worse, 33% of September’s claims were filed by people who had lost one job already this year. Says state labor analyst Eleanor Jordan: “A lot of people out there are out of work.”
