CALIFORNIA IN BRIEF : SAN FRANCISCO : Proposed Regional Government Loses

Representatives of the San Francisco Bay Area’s counties and cities voted to put the brakes on the creation of a regional government to control the area’s air quality, transportation and land-use planning. The superagency was proposed by the Assn. of Bay Area Governments, made up of representatives of the nine counties and 95 of the area’s 98 cities. But the idea to merge the agency with the Metropolitan Transportation Commission and the regional air quality board was defeated on the strength of opposition led by the area’s smaller counties, including Napa, Sonoma and Solano.
