Libya Accuses U.S., Britain of Attack Plot

UNITED NATIONS — Libya’s foreign secretary says he believes the United States and Britain are creating controversy over the bombing of Pan Am Flight 103 as a pretext for an attack.
In a letter circulated Monday at U.N. headquarters, Libyan Foreign Secretary Ibrahim Mohammed Bashari accused Washington and London of indicting two Libyans in the 1988 bombing in Scotland as part of a plot against Libya.
The United States and Britain say they might impose sanctions if Libya does not hand over the suspects. Washington has not ruled out military action.
