From Times Staff and Wire Reports

A former aide to President Bush testified that Panamanian military officers under Manuel A. Noriega “cooperated in all our requests” for the Coast Guard to board Panamanian-registered freighters on the open seas when the aide directed U.S. drug-fighting efforts in South Florida in the early 1980s. The witness, retired Adm. Daniel J. Murphy, who worked for Bush when he was vice president, was called by defense attorneys as the highest-ranking former U.S. government official to appear at Noriega’s racketeering and drug-smuggling trial.
