A man who entered the United Nations heavily armed and wearing a cowboy hat was found mentally incompetent for trial on weapons charges, the prosecutor said Monday.

Santiago Lopez, 42, a Mexican citizen who lives in Homestead, Fla., had been seized Oct. 21 at the U.N. visitors’ entrance after he told security officers he had a gun and they called police.

Lopez, a roofer, said he was looking for the U.N. Human Rights Committee to help him with a workers’ compensation case.
